The count was 677 yes and 34 no. 3 voids. A 95% acceptance rate.

"Our members demanded their 3 top priorities of job security, pension increase and no subcontracting and the union negotiating committee was successful in making headway in all three priorities. Our "3 strikes we're out" baseball theme was instrumental in clearly telling the company we would take nothing less. Our members demonstrated their solidarity in and out of the shop during impromptu rallies, union shirts, noise making and stickers. Our UAW 592 sisters and Brothers in Rockford IL supported us well and we thank them for that. Great job to all and remember we still have over 80 of our members still on layoff and we must continue the fight until everyone one of our members are back to work!


Thank you to all our members and Reps for their support during these tough negotiations. You should be proud to be union!

Supplemental Pension Plan Proposal

On Tuesday, April 13th your negotiating team continued with the third day of contract, talks with the company at the Sheraton in East Hartford. The morning began with a presentation from Rosa Ketterling, the Fund Representative for the I.A.M. National Pension Fund. She spoke on behalf of the union’s proposal to supplement the existing company defined benefit plan with the I.A.M. National Pension Fund.  Rosa explained how defined benefit plans like the I.A.M. National Pension Fund provide a known monthly lifetime pension. Benefits are insured by the Pension Benefit Guarantee Corporation. Highlights of the plans strength and benefits as they relate to both members and employers are as follows:

UTC presents 2009 State of the Business:

Local 743’s second day of contract talks continued on
Tuesday March 30 at the Sheraton in East Hartford.
Vice President of Operations, Mike Dumais presented
UTC’s business overview to the committee containing
2009 results and 2010 priorities. He began by discussing
the economic decline and the airlines responding by
cutting capitol spending. Dumais said, “2009 was an
extremely tough year for us”......

Contract Talks Have Begun
Date: Tuesday, March 16, 2010, 9:00 AM

Contract talks began on Tuesday March 16, 2010 at
the Sheraton in East Hartford. In attendance to support
Local Lodge 743 negotiations were leaders from the
UAW that represent Hamilton’s Rockford Illinois plant
as well as representatives from the Greater Hartford Labor
Council, the AFL-CIO, the Pioneer Valley Labor
Council, the IAFF Emergency Service Officers Local I-
88 as well as the Presidents and Vice Presidents from the
three Pratt & Whitney locals.

IAM Chief Negotiator and District 26 ADBR Jim Parent
told the company, “We're here to address the issues
of concern to our membership,” Top issues for IAM
members at Hamilton are establishing workplace guarantees
(job security), pension and healthcare. Parent discussed
the recent UTC announcement regarding their
plan to reduce production expenses by moving jobs and
work out of Connecticut and other high-cost locations.
Parent said, “This is a great concern among our members,
and you can count on us fighting hard for job security
language during these negotiations.”

The next meeting is scheduled for March 30 at
10:00AM. The company plans to give your negotiating
committee a presentation on the state of the business.
The company will also bring John Dobson UTC’s Health
Care expert to the next meeting to present the changes
the company is looking for in health care.
Your union negotiating committee is ready to battle
the company every step of the way to secure a contract
that they can be proud to recommend to the membership.
UTC may have other plans so it is imperative that you
are prepared in case UTC proposes an unacceptable best
and final offer at negotiations. Remain active on the shop
floor, attend the local lodge info-share meetings as well
as your monthly union meetings and remember that you
are the union! It is through your unity and solidarity that
the negotiating committee will be able to bring forward a
contract that you can be proud to accept!

Job Retention Program
Date: Thursday, March 11, 2010, 10:04 PM


Today the Letter 21 committee made history. If you remember to the days of the PMF outsourcing announcement, the Union sued the company for not telling us their plans to outsource this work where we could fight back to save the jobs as prescribed in Letter 21. We won this argument in court and appellate court. It happened again in Props. We saved ALL the people in PMF and PROPS but we did not save the work. Last July, the company came to the union announcing the closure of all materials work and its plan to lay off 63 of our brothers and sisters. (43 in the distribution center and 20 Point of Use cribs POU). With the crib work getting outsourced, the people getting laid off would be the least senior in each respective job codes (not necessarily the people actually working in the cribs). 2 in MES, 13 in Assy/Test, 1 in Machining, 2 in Core fab, 2 in Hxcgrs. Plus the distribution center (43).

This committee fought hard to save this work, not just the people. After last year's layoffs and 110 still on the street, there is nowhere for the materials people to go. After months of silent deliberations (required in letter 21)the committee introduced a comprehensive package that would save money and save the work-hence save the people from getting laid off.

This package had a 15% pay reduction and demotions to the people in the distribution center as well as the Point of Use areas described above. While this was very painful, we were able to secure the pay raises during negotiations(example 3%+3%+3%) as well as restitution rights for the POU people. What this means is that they are getting a 15% pay
reduction effective in 6 months, the "cribbers" (not the distribution people) retain the right to get "recalled" back to their old job if work picks up within the next 5 years-which it probably will. Then they will be reinstated to their old pay rate.

Also the committee was able to gain agreement to recall 6 people currently on layoff in this code. This adds 6 more members as opposed to laying off 63 members. Further, they
company agreed to offer an enhanced retirement package to 10 people in affected ladders with 1 year med/den, uncapped severance and $5,000 lump.

The company commits to retaining this work in Windsor Locks and invest in growing this business unit as a center of excellence.

This program passed at a 59 to 2 of the voting members that it directly affects. The members were extremely happy that this committee SAVED their jobs!

This accomplishment has NEVER happened in any UTC site. It shows that hard work can payoff and that your contract language is critical to secure our members jobs! I am proud of what the committee has accomplished here as well you should be. This is new territory where we have gained experience on how to save our members jobs! Previously our members were called to a meeting on Friday and just told to leave through layoff. We proved that through letter 21 we can save people from losing everything and protect our membership from dwindling.Pratt was not able to do this and 300 jobs were lost.

October 30, 2009 - In a machine shop, training and apprenticeships are essential to passing the work onto the next generation.  Until now, those ideas were sometimes a tough sell to the outside world but that's changing as the U.S. continues to shed its manufacturing base.

Message from the President of LL743

The Department of labor has approved the application for unemployment for furlough days for Hamilton Sundstrand bargaining unit employees only. Salary and non-union employees do not qualify for this benefit. To qualify for this money (approx $103) you cannot work more than 32 hours in a Sunday through Saturday work week. Forms will be available from human resources by the end of next week. Payroll must accumulate the data to see who worked 32 hours or less. I hope this information is helpful.

Unemployment questions for furlough days-

If you open a claim this week with the CT work share program you begin the 12 month unemployment cycle effective 4-12-09 to 4-11-10. You can then
collect unemployment for up 12 months for 26 weeks. If you request paymentfor any furlough day it will affect your "annual unemployment compensation"
but because you are continuing to work after the furlough day (s) you are eligible to open an additional claim on 4-12-2010. In the unfortunate
situation where the company lays off employees their unemployment claim will begin on 4-12-09 (assuming that they claimed a furlough day for 4-13-09) and
will be eligible for 26 weeks minus furlough days claimed. So people shouldn't be impacted for the furlough days in the next 6 months if they get laid off.
